The SAVE America Act builds on the original SAVE Act by adding commonsense safeguards that enjoy overwhelming bipartisan support. It ensures non-citizens cannot register or vote in federal elections while protecting every eligible citizen’s right to vote.
Key Provisions
- Documentary Proof of U.S. Citizenship Required to Register (Amends National Voter Registration Act of 1993) States may not accept or process any federal voter registration application without proof such as: • REAL ID-compliant identification showing U.S. citizenship • Valid U.S. passport • Certified birth certificate + government photo ID • Military ID + U.S. birth record • Naturalization/Citizenship Certificate or American Indian Card (KIC) Clear processes address name changes and limited attestation options with affidavits.
- Photo ID Required to Cast a Ballot (Amends Help America Vote Act of 2002) • In-person: Valid physical photo ID (driver’s license, passport, military/tribal ID, etc.) • Mail/absentee: Copy of photo ID or last-4 SSN + affidavit Provisional ballots available with follow-up; free public copying stations provided. Effective for 2027 federal elections.
- Mandatory Voter Roll Cleaning States must submit rolls to DHS SAVE system to identify and remove non-citizens (with notice and opportunity to cure). Federal agencies must assist within 24 hours. Ongoing maintenance required.
